INDEPENDENT EVALUATION OF A THREE-YEAR URBAN RESILIENCE PROJECT IN BANGLADESH

Philanthropy Advisors was mandated by the C&A Foundation to conduct an evaluation of a three year urban resilience project led by an international NGO and a local actor in Gazipur City, Bangladgesh, to assess successes, failures and missed opportunities.

This evaluation was commissioned primarily as a learning exercise, being additional and complementary to a seperate endline evaluation which will document the project’s results in a more quantitative way. The overarching objective of this evaluation was to extract the main lessons learned from the funded project in order to ensure that best practices are incorporated in the potential scale-up or replication of such an intervention in similar settings.

Ethiopia

 RESEARCH ON THE FAMINE CRISIS IN THE HORN OF AFRICA

2017- Philanthropy Advisors was mandated by a large Foundation to analyse the context, causes and consequences of the famine crisis in the Horn of Africa region with a focus on Ethiopia.

PA was also mandated to individuate possible implementing partners that operate in Ethiopia to reinforce household resilience and the livelihood of the poorest sections of the population.

Mali

RESEARCH ON CLIMATE CHANGE AND CONFLICT

2017- Philanthropy Advisors was mandated by an International Peacebuilding NGO to conduct secondary research on the Mali context, looking specifically at the Natural resources- Climate change and conflict nexus in Mali. We provided in-depth analysis of what gaps or lessons learned exists on the topic, to inform a forthcoming bilateral donor-commissioned research project in Mali.

Nigeria, Mali, DRC

ICRC-INDEPENDENT EVALUATOR FOR THE HUMANITARIAN IMPACT BOND

Philanthropy Advisors has been mandated by the first Humanitarian Impact Bond (HIB) consortium as the official “Independent Evaluator”. The consortium is made of Government Development Agencies (UK, Switzerland, Belgium, Italy) as well as La Caixa Foundation a private Spain-based charity, two major Law Firms, two major Insurance Companies, Lombard Odier Bank and KOIS Invest.

The Impact Bond funds ICRC new physical rehabilitation centres in Africa (in the Democratic Republic of the Congo, Mali and Nigeria) and the running of them over a given period, providing services for thousands of people.

The “outcome measure”, that determines how much the outcome funders pay, is the ratio between the “staff efficiency ratio” (SER) in the new centres over that of the benchmark centres. SER is calculated as the number of beneficiaries who regain their mobility per mobility-device professional employed in the centre (i.e. prosthetist or orthotist).

Philanthropy Advisor’s mission is to set the SER benchmark and to evaluate after five years the SER in the new centres and report the findings to the outcome funders and social investors.

EVALUATION OF MEDICAL STRUCTURES IN EASTERN DRC

2017- PA has a framework agreement with an important auditing company and is jointly answering to tenders for a European institution on auditing and evaluating grants. PA has conducted a joint field audit/evaluation of a multimillion grant in Democratic Republic of Congo (Medical Structures in Eastern Congo). PA was mandated by the auditing company due to its added value in terms of capacity to reach challenging parts of the country and technical capacity to evaluate the projects.

Fondation EducImpact

Philanthropy Advisors supports the Fondation EducImpact, under the aegis of the Fondation Notre Dame, in the definition of its operational strategy, including the due diligence and selection of local implementing partners and the designing of a solid monitoring and evaluation framework.

In order to support EducImpact in its philanthropic activity, Philanthropy Advisors has been supporting the  Baraka Children’s Home, an initiative aimed at providing orphans and vulnerable children with basic and secondary needs in Mombasa area, Kenya.  Philanthropy Advisors first conducted  an evaluation mission on the field to assess the potential for a partnership  between EducImpact and Baraka, while assessing the challenges and opportunities of the project.

The United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) is working with Philanthropy Advisors and Vantage Partners to develop a Business Case for Private Sector Engagement in Emergency Preparedness and Response.

Libraries Without Borders (BSF)

We are supporting BSF with the designing of a strategy for the IDEAS BOX, an innovative solution to provide education tools and materials to vulnerable children. In particular, we are negotiating with local stakeholders the best way to integrate the IDEAS BOX in the education activities that are currently offered to Syrian children in the refugee camps, to give children a better chance to learn.

UBS Optimus Foundation

2016- Philanthropy Advisors conducted an evaluation mission on the Syrian refugee crisis in the most affected region (Jordan, Lebanon, Turkey) for the UBS Optimus Foundation. This mission aimed at better understanding the challenges, priority needs, funding gaps, and opportunities for improving the aid response system.

Team members went on several field trips in Jordan, Lebanon and Turkey to evaluate the situation, the needs of the affected populations living in camps, in settlements and in the open and pre-identified potential implementing partners for the UBS Optimus Foundation to fund.

Libraries Without Borders (BSF)

More than 20 million children living in conflict-affected areas are left out of school today while less than 2% of humanitarian aid is directed towards education. It is to tackle this major issue that Libraries Without Borders has developed an innovative solution to reach children living in the most complex environments, in particular in refugee and internally displaced persons camps.

The IDEAS BOX, a revolutionary, portable media center packed in a kit that can be set up in less than 20 minutes, includes a satellite internet connection, tablets, and books in paper and electronic format, bringing culture and education tools faster and closer to those in need. In Burundi, the IDEAS BOX has already contributed dramatically to the improvement of the well-being of Congolese refugees by:

  • providing children with a safe space to play and learn, reinforcing the existent (but insufficient) education materials in the refugee camps,
  • reinforcing community bonds by providing the perfect place and tools for community groups to meet and discuss about relevant issues including early childhood development and health.

Philanthropy Advisors is supporting Libraries Without Borders with the strategic development of the IDEAS BOX.

The Airbus Foundation

The Airbus Foundation is the philanthropic arm of the Airbus Group, fusion of former diverse entities in the sector of aerospace and defense.

Philanthropy Advisors supported the Foundation in the  evaluation of its humanitarian partnerships in order to inform its future strategy “Beyond 2018” and advise on areas of improvement as it regards the Group’s humanitarian efforts.

IRIS – The French Institute for International and Strategic Affairs

Philanthropy Advisors is part of the Humanitarian and Development Programme at IRIS. The Programme was developed to help those in the welfare sector deal with the increasingly complex humanitarian environment and the new challenges facing international aid and cooperation.

The Programme’s research activities are focused on strategic planning, geopolitics, international relations and organizational leadership. Its work analyses critical changes in the humanitarian system, their major driving forces and leveraging these changes strategically.

Philippines

UBS Optimus Foundation

In November 2013, a Typhoon of unprecedented scale hit the Philippines, causing thousands of deaths and leaving millions of people in desperate need of basic necessities, like food, water, and shelter (including 4.4 million children). Mandated by the UBS Optimus Foundation, Philanthropy Advisors’ emergency team arrived on the ground in 72 hours, to assess the humanitarian needs and evaluate the operational responses proposed by different NGOs.

Thanks to this local presence and timely analysis, the Foundation launched an appeal for, and matched, donations from UBS Bank’s employees and customers. The UBS Optimus Foundation was thus able to substantially contribute to impactful projects, on the basis of Philanthropy Advisors’ recommendations.

Switzerland

UBS Optimus Foundation

Philanthropy Advisors contributed to the writing of a research paper mandated by UBS Optimus Foundation, on the role of the private sector in alleviating the negative effects of humanitarian crises on young children.

Indeed, the way children are cared for during humanitarian interventions is a very urgent but often overlooked concern, which the UBS Optimus Foundation has committed to specifically address in its humanitarian response strategy.

The United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) is working with Philanthropy Advisors and Vantage Partners to develop a Business Case for Private Sector Engagement in Emergency Preparedness and Response.

The study, which will be presented at the World Humanitarian Summit (May 2016), will result in practical resources for high level decision makers within the private sector, to enhance the private sector engagement in humanitarian action as well as to promote cross-sector partnerships and best practices.

Hirschmann Foundation

The Hirschmann Foundation is a reputable and well-established philanthropic foundation in Switzerland, created in 1985 by Carl W. Hirschmann, entrepreneur and pioneer in aviation. Traditionally focused on supporting scientific research and education projects, the Foundation is now shifting thanks to Philanthropy Advisors’ assistance to a strategy that is more oriented towards nutrition, in line with the philanthropic values of some of the new members of the Board.

Organisation Developement for International NGO

Philanthropy Advisors was mandated by a Foundation to support a Human Rights International NGO in organisation development. The INGO in question was in difficulty due to its sudden expansion and PA helped improving its efficiency, advancing the management procedure and helping them in the determining of their strategic priorities.

The Graduate Institute of International and Development Studies (HEID)

We periodically contribute to research in the field of philanthropy, humanitarian response, and corporate social responsibility through a partnership with the Applied Research Seminar program of the Graduate Institute in Geneva. These studies aim at filling the gaps that exist in the current literature and at creating a platform for discussion between all actors involved in humanitarian response mechanisms: the Private Sector, NGOs, and IOs.

Philanthropy Advisors supported the Foundation in the  evaluation of its humanitarian partnerships in order to inform its future strategy “Beyond 2018” and advise on areas of improvement as it regards the Group’s humanitarian efforts.

IRIS – The French Institute for International and Strategic Affairs

Philanthropy Advisors is part of the Humanitarian and Development Programme at IRIS. The Programme was developed to help those in the welfare sector deal with the increasingly complex humanitarian environment and the new challenges facing international aid and cooperation.

The Programme’s research activities are focused on strategic planning, geopolitics, international relations and organizational leadership. Its work analyses critical changes in the humanitarian system, their major driving forces and leveraging these changes strategically.

Philippines

UBS Optimus Foundation

In November 2013, a Typhoon of unprecedented scale hit the Philippines, causing thousands of deaths and leaving millions of people in desperate need of basic necessities, like food, water, and shelter (including 4.4 million children). Mandated by the UBS Optimus Foundation, Philanthropy Advisors’ emergency team arrived on the ground in 72 hours, to assess the humanitarian needs and evaluate the operational responses proposed by different NGOs.

Thanks to this local presence and timely analysis, the Foundation launched an appeal for, and matched, donations from UBS Bank’s employees and customers. The UBS Optimus Foundation was thus able to substantially contribute to impactful projects, on the basis of Philanthropy Advisors’ recommendations.

Switzerland

UBS Optimus Foundation

Philanthropy Advisors contributed to the writing of a research paper mandated by UBS Optimus Foundation, on the role of the private sector in alleviating the negative effects of humanitarian crises on young children.

Indeed, the way children are cared for during humanitarian interventions is a very urgent but often overlooked concern, which the UBS Optimus Foundation has committed to specifically address in its humanitarian response strategy.

UN OCHA

The United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) is working with Philanthropy Advisors and Vantage Partners to develop a Business Case for Private Sector Engagement in Emergency Preparedness and Response.

The study, which will be presented at the World Humanitarian Summit (May 2016), will result in practical resources for high level decision makers within the private sector, to enhance the private sector engagement in humanitarian action as well as to promote cross-sector partnerships and best practices.

Hirschmann Foundation

The Hirschmann Foundation is a reputable and well-established philanthropic foundation in Switzerland, created in 1985 by Carl W. Hirschmann, entrepreneur and pioneer in aviation. Traditionally focused on supporting scientific research and education projects, the Foundation is now shifting thanks to Philanthropy Advisors’ assistance to a strategy that is more oriented towards nutrition, in line with the philanthropic values of some of the new members of the Board.

Organisation Developement for International NGO

Philanthropy Advisors was mandated by a Foundation to support a Human Rights International NGO in organisation development. The INGO in question was in difficulty due to its sudden expansion and PA helped improving its efficiency, advancing the management procedure and helping them in the determining of their strategic priorities.

The Graduate Institute of International and Development Studies (HEID)

We periodically contribute to research in the field of philanthropy, humanitarian response, and corporate social responsibility through a partnership with the Applied Research Seminar program of the Graduate Institute in Geneva. These studies aim at filling the gaps that exist in the current literature and at creating a platform for discussion between all actors involved in humanitarian response mechanisms: the Private Sector, NGOs, and IOs.
